ISLAMABAD:(APS)1st June, 2016-Chairman Senate Mian Raza Rabbani has said that duality in the system of accountability raises questions and there should be one institution for accountability of all stakeholders who have remained in the power equation of Pakistan. He was speaking as chief guest at the inaugural ceremony of 8th batch of Youth Parliament Pakistan which is a project of Pakistan Institute of Legislative Development and Transparency (PILDAT).
Chairman Senate said that if all stakeholders do not muster up the moral courage to accept that corruption is widespread and all institutions should face similar mode of accountability, then this vicious cycle of blaming others would continue and corruption will bite out Pakistan. Mian Raza Rabbani also called for revisiting NAB and FIA laws and work upon their overlapping jurisdictions.
Acknowledging the initiative of PILDAT for continuing the forum of Youth Parliament since 2007 and producing eight batches of intelligent young people, he said that the significance of this initiative has grown immensely in today’s time as student unions today which were active in the past are not present today. He said that those unions produced most of the senior political leadership of today and increased their political education and awareness. He further said that coming to witness the proceedings of Youth Parliament is always a source of inspiration as it is an opportunity to meet the future face of Pakistan.
Mian Raza Rabbani said that issues that should have been solved in the initial years after the creation of Pakistan still haunt us and Pakistan continues to be a country without a system. He said that absence of an effective and stable system leads to absence of inequality of law and hence there is no sanctity of Constitution. He also emphasized on having strong linkages within state institutions through intra-institutional dialogue.
Mian Raza Rabbani also advised (PILDAT) to consider launching a Youth Senate as well to reflect the true spirit of Pakistan which is a federation. It may be noted that PILDAT’s Youth Parliament runs on the format of National Assembly.
Chairman Senate said that according to Article 1 of the Constitution, Pakistan is a federal Republic and according to Article 50, Parliament consists of the President, the Senate and the National Assembly. He observed that Federation is not complete until there are two Houses of Parliament. He also remarked that it is possible that a future Chairman Senate might emerge from the Youth Senate.
Former Speaker National Assembly and Speaker of the Youth Parliament Wazir Ahmed Jogezai also spoke on the occasion and said that he has been associated with this programme since 2007 and he is hopeful that this emerging youth which is politically active and aware will be a help to the country.
Mr. Jacob Jacobson from Danish Embassy said that youth is the best resource of any country and this opportunity will help the youth of Pakistan to engage more with the democratic process.
Ms. Asiya Riaz from PILDAT said that many of the former members of Youth Parliament are now working in different careers and are actively using the knowledge gained through this forum including academia, law, as well as the Parliament.
